It is indeed called "Gun-Free Japan" and can be found on page 80 of Coke Machine Glow.
As far as I know it was first recorded as a rant during At The Hundredth Meridan on July 25, 1993 in Montreal.

It was Johnny Fay who bought it in New York, it's an antique piece of machinery used by aviators.

Johnny Fay bought it on Houston Street, New York. It's a line-tester for Air Force airline equipment from the '70s
